Course Goal / Objective

The aim of the course is to teach the functioning of public institutions and organizations; the principles governing administrative law, the administrative organization, administrative acts, actions of the administration, administrative contracts, administrative sanctions, law enforcement, public service, expropriation, public procurement, the responsibility of the administration, public officials.

Course Content

Turkeys administrative organization ; general theories and constitutional principles, organization of central administration and local government, public servants, the concept of public officials, civil servants entrance, the rights and obligations of civil servants, evaluation and promotion of civil servants, disciplinary investigation and criminal prosecution of civil servants, the financial responsibility of civil servants, the end of the civil service, administration activities, procedures for acquisition of public goods and the public goods concept and the legal regime and classification of the public goods.
