Course Goal / Objective

The Treasury represents the financial aspect of the State, which is considered to be the most ancient institution from past to present. Since the State is a single legal entity, ministries do not have separate legal entities. Therefore, it is not possible for these institutions to own immovable property and borrow on their own behalf. The Treasury owns all immovable and even movable property of the State and is authorized to borrow on behalf of the State.
