Course Goal / Objective
The aim of this course is mainly to teach Irrigation Organizations, their foundation, functions and roles in irrigation and drainage scheme management, and related statutes in Turkey.
Course Content
Irrigation developments in Turkey, problems encountered, solution ways; Irrigation administrations and their units. Administration structure of General Directorate of State Hydraulic Works (DSI) and Rural Affairs (KHGM), their responsibilities, duties and authorities. Operation techniques of irrigation schemes (IS): type of operation technique, its advantage and disadvantages. Introducing irrigation organizations, its importance in Turkey. Privatization of irrigation schemes and turnover processes: reasons for turnover, legal situation, shortcomings. Farmer Irrigator Associations (FIA) or Water User Associations (WUA): functioning, organs and responsibilities. Maintenance and operation (O&M) activities in IS, O&M and inspection techniques. Irrigation Organization Models.
Course Precondition
In order to enroll this course, it is sufficient to be a graduate or doctoral student. There are no other prerequisites.
