Course Goal / Objective
The course aims to provide students with theoretical and practical aspects of incentive policies. The goal is to analyze the impacts of incentives on economic growth, development, and sectoral advancement, and to assess the effectiveness of incentive policies under different economic conditions.
Course Content
This course explores the theoretical foundations and implementation frameworks of incentives as a critical component of public policy. It begins with the definition, scope, and historical development of incentive policies, followed by their placement within economic theory. Particular emphasis is placed on the sectoral allocation of fiscal incentives employed by governments for economic and social purposes—focusing on industry, agriculture, technology, and services. The macroeconomic effects of incentives, such as their influence on investment, employment, exports, and regional development, are also examined. The course provides a comparative analysis of incentive policy structures, legal frameworks, and implementation tools in Turkey and across different countries.
